Eric Lesueur is CEO of 2EI and assures since 2009 the management of the Consulting and Innovation departments. As such, he has put in place a social entrepreneurship strategy and developed the sustainable urban development business within Veolia.
In 1998 when he joined Veolia, he implemented an environmental management system in his capacity as Assistant Director of Research and Development. Previously, he managed a studies firm specializing in the recycling of household waste.

Eric HESTINDeputy Director Consulting
He manages the Consultancy Department operational teams along with Eric Lesueur. As such, he assures the performance and success of all the missions of the firm.
He is a part of Veolia group since 1996 and he has managed projects and entities dedicated to the design, construction and rehabilitation of key spatial planning infrastructures in Europe (France, England), Asia (Cambodia, Philippines) and Australia.
He has an engineering degree from Ecole Polytechnique and Ponts et Chaussées.
Pascal PESLERBEDeputy Director Innovation
Pascal Peslerbe has been Deputy Director of the Innovation team of 2EI since 2017 and leads the Hubcycle Innovation project aiming to identify, design and develop breakthrough business model projects in the waste collection, treatment and recovery sector. University-trained, he integrated Veolia in 1988 and spent most of his careen filling operational functions, managing profit centres both in metropolitan France and in the pacific Overseas Territories. He was also in charge of the Development and Innovation Department of Veolia France Recyclage et Valorisation des Déchets.

Manon ALBAREDEProject Manager - Expert in Urban planning and Energy
An energy and urban planning specialist at different scales (land, district, building), Manon Albarède participates in various missions at 2EI in order to help urban planning actors develop their projects' environmental strategy.
Ecole Centrale Lyon and KTH Alumni, Manon has joined 2EI after working for a design and environmental engineering agency where she acquired knowledge about the urban planning world and developped cross-disciplinary skills in sustainable development.
Maxime DUPONTProject Manager
Maxime Dupont is a project manager within the Cities and Territories team of 2EI, specialising in land
use and public facilities.
His broad, multi-disciplinary scope of action places him on different types of assignment, such as
helping developers steer their environmental strategies, leading and monitoring projects in favour of
biodiversity or, in a more operational capacity, helping his clients through a rigorous land analysis
and mapping method.
His experience in the field and as a draughtsman within landscaping offices enabled him to gain the
required to conduct public space development projects both on the local and broader territory
Maxime Dupont is a landscaper trained at the École Supérieure d’Architecture des Jardins of Paris,
and obtained a Master 2 in Sustainable Development, Environmetal Management and Geomatics
(DDMEG) from the University of Paris 1 Panthéon Sorbonne, jointly issued with the École Nationale
des Sciences Géographiques.
Thibault DESSANDIERProject Manager
Thibault Dessandier is a project manager within the Cities and Territories team of 2EI, specialising in
the energy sector. He works in particular on assignments studying the development potential of
Renewable Energies and recovery. He also takes part in assignments to help manage Sustainable
Development projects and assists customers with energy aspects.
Having filled both team and project management positions, both in France and abroad, he acquired a
global and operational vision of urban energy services.
Thibault is a general engineer from EPF Sceaux, specialising in Energy and Environment, he holds a
Master’s in “Environmental Service Management and Engineering” (Urban Environment Institute –
Veolia Campus / ENPC / Marne la Vallée and Cergy Pontoise Universities), and has worked within
Veolia Group since 2012.
Mélanie GRIGNONProject Manager
Mélanie Grignon is a Project Manager within the Cities and Territories team of 2EI, specialising in
social engineering. She works on issues pertaining to inclusion and accessing essential services, as
well as exchanging with stakeholders and civil society organisations (CSO), measuring the impact of
social performance, and setting up innovative economic models. She also works on economic and
social strategies and the revitalisation of territories in the context of urban development and
resilience programmes, and projects for the deployment of water, sanitation, energy and waste
She integrated Veolia Group in 2007, and has filled various positions: Economist in the Technical
Department, Social Engineering Project Manager in the Sustainable Development Department, and
Communication, CSR and Marketing Director of Veolia India for three years.
Mélanie graduated from Sciences Po Aix, and has a Master’s in Sustainable Development,
Environmental Management and Geomatics from the University of Paris 1 Panthéon-Sorbonne,
jointly issued with the Ecole Nationale des Sciences Géographiques. Moreover, her curriculum
enabled her to study the policies of emerging and developing countries at the University of
Manchester (United Kingdom).
Julien GRIMAUDProject Manager - Expert in Waste Management
Julien Grimaud is a chemical engineer and project manager at 2EI Consulting. He works on the definition of waste management solutions in urban planning projects in France and worldwide (Latin America, South Korea). He has developed a strong expertise in waste & water management during his different missions in France and the USA within Veolia subsidiaries. He has also developed deep knowledge in environmental footprint, by deploying decision making tools based on carbon and water footprint for the group facilities or for our municipal clients.
Julien has graduated from the Ecole Nationale Supérieure de Clermont-Ferrand and he has been working within Veolia since 2005.
Thomas SCHWAGER-GUILLEMENETProject Manager
Thomas is Project Manager within 2EI’s Cities and Territories team. He advises and codevelops need-based solutions for public and private clients in the field of sustainable, livable, resilient and climate responsive urban development. As another part of his expertise, he deploys strategies steering urban transformational processes – from green urban renewal to Smart territories.
Thomas has a background in urban planning management. He designed and conducted projects of transport infrastructures and multifunctional public spaces in France, Luxembourg and Germany. During the last 15 years, Thomas performed in different roles as a landscape designer, as team leader of an urban administration, as well as an university teacher (at the Strasbourg School of Architecture).
Thomas holds a master degree in landscape architecture from University of Dresden (Germany) and studied at UNESCO Chair in Landscape and Environmental Design at University of Montréal (Canada).
Charleyne TERRYProject Manager
Charleyne Terry is a Project Manager within the Cities and Territories team of 2EI. She designs and
develops circular economy solutions, as well as industrial and territorial ecology solutions. She also
works on implementing demonstrator projects pertaining to sustainable development.
Charleyne has an international background as she lived 7 years in China. Moreover, she worked for 4
years in retail real estate before setting up a biomaterials start-up. Within Veolia Group, she has
worked in the Sustainable Development Department, where she deployed tools to assess and
monitor the environmental footprint. Charleyne has also worked in the business development of
Industrial Key Accounts.
Charleyne graduated NEOMA Business School and of the International Business and Economy
University of Peking, and also has a Master’s specialising in Circular Economy: industrial ecology and
eco-design tools (Ecole des Métiers de l'Environnement of Rennes).
François THOUVENELProject Manager
François Thouvenel is a Project Manager within the Cities and Territories team of 2EI. Specialising in
issues linked to the large water cycle and the management of water resources, he has extensive
experience in environmental modelling on city-wide and territory-wide scales. He trained on the
subject of climate change at the Ecole Nationale de la Météorologie, and takes part in improving
territorial resilience through sustainable urban development projects in the field of water
A hydro-geologist trained at the University of Grenoble, François joined Veolia Group in 2010 as
Researcher within Research & Innovation.
Mathieu TOLIANBusiness Development Director
Mathieu Tolian is in charge of business development at 2EI’s Consulting department. As a part of the Veolia Group since 2002, he has a solid background on environmental issues of urban development projects. He managed the environmental indicators definition and Reporting tool development for the whole Group. He also led the Ecosystem & Biodiversity Strategy for the water activities.
He has a Master degree in Water Treatment and Quality (Hydro-ecology) and master degree in QSE Management.
Fabien VERFAILLIEProject Manager - Expert in Biodiversity
An expert in flora and fauna, with solid theoretical and practical naturalistic competences, Fabien Verfaillie is a project manager developing a cross-sectional approach in terms of ecology applied to urban development for 2EI.
Graduate from the National natural History Museum in "Fauna & Flora Expertise" and holder of a PhD in Ecology he has been doing research for Veolia for three years, he examined the methodological approaches available for assessing biodiversity and biodiversity services in urban areas. He is also experienced in three European programs (Interreg, Leader+ and LIFE+) for which he has worked on sustainable and participatory management of recreational seafood hand harvesting, the connection between biodiversity and agrosystems and the management of estuarine areas.
Cingy Vingadassamy is a part of our team since 2010. She assures the coordination within the Consultancy Department as well as the preparation of candidatures for public contracts. Cindy also participate to the administrative tasks in the company.
Stéphanie ZABAProject Manager - Expert in ecosystem and water management
Stephanie has developped an expertise on ecosystems management promoting implementation of environmental solutions in urban areas. She has worked on different assessment tools related to biodiversity, stormwater management, design of green infrastructures and monitoring water consumption. She is also in charge of the integration of sustainable development issues in all construction and renovation urban projects.
She has an engineering degree from Ecole Nationale Supérieure d'Agronomie et Industries Alimentaires, Nancy. Both her agronomical cursus focusing on soil's science and her work on constructed wetlands in a bioressource engineering research department allow her to have a global vision about interactions between ecosystems and their management.
Sandrine DUBUCPerformance Improvement - Implementation Manager
Sandrine supports the implementation of initiatives dedicated to performance improvement, within Veolia operations and with our external partners.
She has gained experience in North America where she worked collaboratively with water utilities, with the objective to implement a performance transformation and enhance their operational efficiency. Developing change management skills, she led several initiatives in the New-York project that enabled the City to save millions of dollars but also participated in similar projects with other large utilities such as Los Angeles, Washington DC and Detroit.
Previously, she worked for 8 years in engineering consulting groups, in France and overseas on large scale projects. As a hydraulic engineer and a project manager, she has an international experience in +20 countries in water supply and wastewater management working with international funding agencies (World Bank, European Investment Bank...). The projects she led included strategic planning, master plans, investment plans for the water sector as well as design and hydraulic calculations.
She graduated from a French engineering school ENSEEIHT with a Master of Science and from Columbia University with a certificate in Sustainability Management.
Thomas FAUREConsultant - Performance Improvement
Thomas joined the 2EI teams in January 2018 as Consultant. He is part of the Performance team of 2EI, which specialises in transformation projects, both internal and external to Veolia Group, as well as providing assistance with projects aiming to improve operational performance. At 2EI, he helped implement Vig’iléo in Lille (a Hypervision software for the water network) and the energy governance plan of Veolia Eau France.
He graduated both from HEC Paris (2017) and the Stockholm School of Economics (SSE).
Thomas is also trained in Change Management and is Prosci(R) certified.
James LYDDONSenior Consultant - Performance Improvement
James Lyddon is a senior consultant within the Performance Division of 2EI. He is specialised in the management of transformation projects, and more specifically, the identification and implementation of performance improvement levers. James joined 2EI after 5 years spent in a strategy consultancy firm specialised in raw materials and a work placement at one of the global leaders in industrial ore production.
This experience enabled him to develop extensive skills in structuring complex projects as well as their implementation, along with skills in marketing transformation solutions.
James has a higher school diploma from HEC Paris and a Management MSc from the Bocconi. He joined the group in 2018. James is also trained in Change Management and is Prosci(R) certified.
Stéphanie MOULE NGUYEN VAN THANHSenior Consultant - Performance Improvement
Stéphanie is a senior consultant within the Consultancy Division of 2EI, and steers highly-diversified missions to set up utility management tools, study the development feasibility of urban agriculture systems, as well as helping deploy solutions to reinforce the resilience of cities both in France and abroad. She puts to use her project management, coordination and strategy skills to help both municipal and industrial players deploy innovative and sustainable solutions.
Stéphanie also works on assignments offering support with transformation and operational performance.
Stéphanie has two Master’s in Business School and in Environmental Service Engineering, and joined 2EI after a rich international experience in various sectors with private, public and associative players, before integrating the Innovations and Market Development Department of Veolia Group. Stéphanie is also trained in Change Management and is Prosci(R) certified.
Lucie MOULINASConsultant - Performance Improvement
Lucie is in her last year of engineer training at Télécom ParisTech, and is has been on a work-study programme within 2EI Performance since September 2018, as part of a Master’s from the Ecole Polytechnique in Innovation and Project Management (Project Innovation Design). She takes part in performance improving assignments, assists the digital transformation of local authorities, and helps develop the Performance offer.
Maud SAULUESenior Consultant - Performance Improvement
A Senior Consultant within the performance team of 2EI, Maud steers and takes part in various projects: transformation with impact assessment, collective building support and performance improvement.
She received training in the Prosci(R) ADKAR(R) method, and helps several Veolia entities with change support assignments following either technological innovations such as the deployment of a hypervision tool, or organisational innovations, such as the establishment of business Excellence Centres within the Group.
Maud is an engineer of the Ecole Centrale de Lyon. She joined the performance team of 2EI’s Consultancy Division from its creation in 2016, after 5 years spent within the Cities and Territories team of 2EI as project manager for sustainable urban development consultancy assignments both in France and abroad (Morocco, Chile, Mexico), and 2 years in a design office specialised in energy management in the construction sector.
Eva SZUBERLAConsultant - Performance Improvement
A consultant within the performance team of 2EI, Eva takes part in transformation projects linked to technological and digital innovations, as well as performance improvement projects. In this respect, she helped deploy a hypervision tool and worked on establishing processes in order to reduce resource consumptions.
Eva is a process engineer from the INSA of Toulouse and has a Master’s in Environmental Service Engineering. She joined 2EI’s teams in January 2018, after working within Veolia Eau as energy engineer on energy efficiency improvement projects. Eva is also trained in Change Management and is Prosci(R) certified.
Lisa BODINWork-study programme
Lisa Bodin has been on a work-study programme within the Innovation team of 2EI since September 2018. She takes part in developing partnerships with social innovation structures, in particular social entrepreneurship incubators, as well as internal and external communication on these initiatives.
Lisa is in her last year of study at ENS Cachan, where she is undertaking a Master’s in Innovation Management directed by the Ecole Polytechnique.
Joël BOUFFARDProject Director
Joël BOUFFARD is a project manager at the Innovation department of 2EI. He is specialized in “smarts cities”. He manages projects in the fields of urban monitoring and Citizen Utilities Savings Coaching Service.
Graduated in Environmental sciences (pre-doctoral degree) and Business School ESC La Rochelle (master degree). He started his career in environmental research for University of La Rochelle and joined Veolia Water in 2002 as a project engineer and commercial development.
Loïc COUTTELLEProject Director
Loïc Couttelle is a Project Director within the Innovation team of 2EI. He is in charge of developing new agricultural production systems in urban and peri-urban environments. His challenge: Develop high-quality intensive production systems that conciliate the social and environmental impacts and economic performance. To do so, he relies on two production methods: Intensive organic micro market gardening to produce in natural spaces and aquaponics in artificial contexts. A pilot farm is now up and running within the Marché d'Intérêt National of Lille. Loïc has held operational functions for Veolia in France as Director of the Paris Inner Ring territory, then Director of the Nord pas de Calais territory.
Loïc is a civil engineer (ISTBTP), and has a degree in Economy and Business Management (Jules Vernes University), as well as a Master’s in Urban Service Management (Veolia Campus).
Dominique Gérard assures the coordination within the Innovation Department and also participate to the administrative tasks in the company.
Lise PENILLARDProject Manager
Lise Penillard is a project Manager within the Innovation team of 2EI. She is helping develop the social open innovation project POP UP by Veolia, and works on the development of new economic models, as well as impact measurement and the funding of social companies linked to environment and sustainable city sectors. Lise integrated Veolia Group in September 2018. Before this, she was Executive Director of the Sustainability & Social Innovation Master’s of HEC Paris and in charge of teaching different courses and programmes on social entrepreneurship and impact measurement.
She also has five years’ experience in sustainable development strategic consulting and measuring the social impact, first within GREENFLEX Group, then IM'PROVE.
Lise Penillard has a Master’s in Management from HEC Paris, and specialised in International Management at the Torcuato di Tella University in Buenos Aires (Argentina), where she studied, more specifically, the relations between formal and informal economy in the waste management sector.
Benoît RINGOTProject Director
Benoit Ringot is Projects Director in the Innovation department of 2EI . He is in charge of incubation of new offers for Veolia businesses, focused on social issues. For instance, he is leading a social startup program in Mexico City, Lyon and Toulouse for entrepreneurs who start social businesses related to Veolia local activities. Since 2008, Benoit is in charge of Grameen Veolia Water developments in Bangladesh: a water production and distribution company focused on poor rural areas of Bangladesh.
Benoit got a pre-doctoral degree in Environmental sciences (Université Aix Marseille) and a Master in Science in sustainable development management at HEC (Paris).
Stéphane THOMASProject Director
Stéphane Thomas has been Project Director within the Innovation team of 2EI since 2018 and is in charge of circular economy projects as well as new business models. The services he is currently developing as part of demonstrators concern in particular digital solutions to accelerate recycling (e.g.: marketplace for resources and regenerated materials), helping local authorities and industrial players in choosing and sizing deconstruction and recycling platforms (e.g.: promoting “close loops”), as well as solutions enabling cities to adapt to climate change (e.g.: urban heat islands), along with the associated decision-support tools.
Stéphane has a DEA in Chemistry from the University of Rennes I & II, as well as an Executive MBA from the Institut Français de Gestion (INSEEC U Paris), along with 27 years’ experience in the development of new offers and in consulting and implementation engineering. He joined Veolia Group in 2006 to manage the energy, environment & health divisions and departments. He also led a research and innovation programme on circular economy within the Innovation and Market Department of Veolia.
Jason WILSONProject Manager
Jason Wilson is a project Manager within the Innovation team of 2EI, and has been in charge of the Social Open Innovation programme Pop Up by Veolia since 2017. His duties include helping create social entrepreneurship incubators and developing partnerships between Veolia and the social entrepreneurs supported. He has extensive knowledge of the social innovation players. He formerly worked within a supported Start-up in the HEC incubator and led a team of 15 people as chairman of his School’s Junior Enterprise.
